虎山巖金針花海　母親節應景人車塞爆
彰化花壇虎山巖的金針花海，曝光之後爆紅，假日人多車多塞爆了，尤其金針花，又是母親花，母親節最應景，停車場200個停車位，一早就停滿了，原本清幽山坡，頓時人山人海，熱鬧起來，光是攤販就有五六十家。縮時來看金針花海，山坡上遊客來台去去，好像忙碌的小螞蟻享好禮開箱炫耀文，擠滿了山坡道，停車場也爆滿，200個停車位，一大早已經停滿，還有4台遊覽車，團體出遊來看花，還有鳥友帶著寵物來放封。金針花海就在虎山巖旁，原本幽靜的古蹟寺廟和小山，一下子熱鬧了起來，人山人海，遊客攜家帶眷，還要帶媽媽一起來看母親花，單車騎士踩了兩輪，避開塞車來賞花。遊客：「沒有門票的還有一日遊的，簡單一點的就是風景啊。」遊客來了，攤販也來了，巴餔巴餔，有懷舊的冰淇淋叫賣聲，有大腸麵線，有烤玉米，你想得到的攤販，幾乎都像這裡聚集報到了。攤販：「差不多多了，四、五十攤，四、五十攤攤販喔，對。」虎山巖附近，原本只有兩家攤販，現在有四五十家，不過要來賞花，得先有耐心通過塞車考驗，原本道路就不寬，路邊一停車，會車困難，車流塞住了。攝影愛好者，用空拍鏡頭，拍下不一樣的視野，高處看金針花海，有不同的景觀角度，花開花落有時，因為季節限定，又是母親節最應景，讓遊客再度一窩蜂來看花。

觀塘案訴訟義務律師團成軍向行政院遞訴願狀

21日上午，義務律師蔡雅瀅、陳憲政等六位律師向行政院送出訴願狀，宣告觀塘工業區（港）環評案的行政訴訟正式展開，目標是要讓觀塘案的環評結論遭法院撤銷。

陳憲政解釋，在環評結論正式公告後的一個月內，公民必須提出訴願。而蔡雅瀅強調，即便訴訟展開，但若在訴訟程序展開前就已經施工，仍會造成難以回復的損害，因此呼籲行政院還有機會懸崖勒馬，主動撤掉觀塘案。

律師團提出的訴願理由，主要集中在環評審查中的程序瑕疵，包括了在環評大會上，遭民間申請要求迴避的政府機關代表，在正式准駁是否該迴避前，卻持續參與程序；觀塘工業區、工業港位在觀新藻礁保護區5公里範圍內，依法不可填海造地；觀塘工業區、工業港範圍內有保育類動物柴山多杯孔珊瑚、小燕鷗，進行開發即會違背野生動物保育法；大潭藻礁具有文化資產價值；最後通過環評大會時，喊出的外海防波堤向西平移20公尺並無任何影響分析與生態調查依據。

且通過環評前，還有眾多生態調查資料還沒有釐清，包括了沒有完成藻類全年調查，缺少秋冬季的資料；農委會林務局委託中研院進行一年生態調查未完成；使用舊的模擬資料處理變更後的新計畫；未依環評法進行1年的縣地調查；包括柴山多杯孔珊瑚等野生動物的詳細位置、需求、生質特性都還沒有完整資料；對災害的分析不足；調查方式有爭議；更有海洋、生態專長的環評委員意見未獲得具體的回應等等。

陳憲政指出，雖然10月8日的環評大會，專家委員退席抗議，但仍紛紛提出書面意見。例如中研院生物多樣性中心退休研究員劉小如直言此案會導致不可逆的破壞，中研院生物多樣性中心研究員鄭明修提醒，及辨識迴避替代修正方案，仍有在外海填海造地23公頃的行為，將破換海洋生態系統的服務功能，也對漁業資源帶來無法估計的損失，專研災害風險管理的銘傳大學建築學系教授王价巨亦質疑，海外港口的興建，會影響海浪水流對藻礁區沙埋沙退的自然過程，恐扼殺藻礁生長與礁體結構，對藻礁生態造成不可逆的傷害。

在律師張譽尹、許嘉容、胡智皓、蔡宗釗陸續加入後，目前義務律師團已有6名成員。曾參與美麗灣、中科三、四期等環境訴訟的許嘉容指出，觀塘案凸顯了環評制度還有待改革，包括忽略專家意見、環評委員組成人數、以及迴避機制等。

張譽尹為環境法律人理事長，近年積極舉辦環境訴訟的培訓，胡智皓即是參與課程後，今次首次參戰環境公益訴訟。胡智皓表示，觀塘案對環境的影響太大，他實在難以信服生態就要這樣被破壞了，他認為這麼重大的政策應該要有各方的討論，而觀塘案的環評卻在程序上沒有做到這一點。
